There are nuances in the new ASQA Standards that are not included in the Standards for Registered Training Organisations 2015.  You need to ensure that these are appropriately addressed by your quality management system to ensure that you meet compliance requirements of the new standards.

Some of these include:

Credential Policy

Standard 1 Credentials for the delivery of training and assessment - 1C Actively working towards a training and assessment credential.

If a trainer/assessor does not hold their TAE Certificate IV in Training and Assessment, they must be enrolled and actively working towards one of the credentials outlines in Section 1C and be working under the direction of a trainer or assessor with one of the relevant training and assessment credentials outlined in Section 1E.

Important to note - under the Standards for Registered Training Organisation 2015 it was a requirement for trainers and assessors who held TAE40110 Certificate IV in Training and Assessment to also hold their:

  • TAELLN411 Address adult language., literacy and numeracy skills or its successor, or
  • TAELLN401 Address adult language and literacy and numeracy skills
  • and one of the following:
  • TAEASS502 Design and develop assessment tools or its successor, or
  • TAEASS502A Design and develop assessment tools or
  • TAEASS502B Design and develop assessment tools

 

Note - This is not a requirement under the new ASQA Standards for those trainers who hold their TAE40110 Certificate IV in Training and Assessment 

 

Standards for NVR RTOs Outcome Standards 

Standard 1.3 The assessment system is fit-for-purpose and consistent with the training product.

RTOs must have a fit-for-purpose assessment system to enable valid assessment judgements regarding a student's competency.  

Standard 1.3 requires assessment tools to be reviewed prior to their use to ensure they meet the Principles of Assessment and Rules of Evidence without affecting VET student outcomes.

 

Standard 2.5  - The learning environment promotes and support diversity of VET students.

While RTOs are expected to create a safe and inclusive environment, it is also expected that particular attention be given to ensuring the learning environment is culturally safe for First Nations people.  This recognises the need for affirmative measures to support First National people to enrol, participate in and complete training and is about:

  • acknowledging the unique experience of First Nations People in Australia
  • recognising that First Nations peoples do not always have the same level of access to VET as non-Indigenous Australians, nor the same positive experiences
  • actively addressing unconscious bias, racism and discrimination and supporting self-determination for First Nations people.

Note - This standard applies to all RTOs even though there are no students who have identify as First Nations.

 

Standard 3.1 The workforce is effectively managed to ensure appropriate staffing to deliver services.

This Standard requires the RTO to plan and manage its workforce so it has the right people with the high skills in the right positions at the right time to delivery quality training and assessment.  This means everybody employed by the RTO - not trainers and assessors.

RTOs need to consider the processes in place for

  • identifying the number and mix of staff required to deliver quality services. All staff pay a role in how the RTO runs and the quality of services delivered to students
  • engaging and developing skilled and qualified staff and providing ongoing professional development to suit staff roles
  • forecasting staffing needs and planning for the unexpected and to ensure that there are sufficient number of staff on hand to meed demand

RTOs must consider how they will monitor staff performance and support staff to continuously develop their skills.

There should be recruitment and retention strategies in place to ensure that the RTO has a sufficient number of skilled staff to

  • deliver its operations and meet is obligations ( the new Standards)
  • deliver quality training and assessment particularly in the light of workforce shortages. 

 

Standard 3.3 Training and Assessment is delivered by persons with current industry skills and knowledge relevant to the training product 

RTOs can engage industry experts to deliver training but it must have a system in place for ensuring 

  • experts have industry competency, skills and knowledge and specialised industry or subject matter expertise that is directly relevant to the training product they are delivering
  • experts are only authorised to work under the direction of the person with the appropriate credentials to provided direction on the training and assessment as specified in the Credential Policy
  • where the expert is involved in the assessment judgement - they conduct the assessment alongside the trainer and assessor; and
  • the training or assessment  expert is involved in delivering is subject to oversight by the RTO.

 

Standard 4.3 - Any risks to VET students, staff and the organisation itself are identified and managed.

RTOs must have a risk management system in place that focuses on identifying, managing and reviewing risks to students, staff and the RTO. There are some specific areas within the standards that must be managed:

  • financial risk to the organisation
  • conflicts of interest
  • risks to the safety and well-being of VET students aged under 18
